Both protocols put NFTs on Bitcoin. Both have communities, markets, and meaningful trading volume in 2026. The architectural choices behind them are almost opposite, and understanding the difference is what makes "Bitcoin NFTs" a useful category instead of a marketing label.
Rare Pepes are Counterparty assets. Counterparty is a metaprotocol that has been running on Bitcoin since January 2, 2014. Ordinals are inscriptions on individual satoshis, defined by Casey Rodarmor's protocol launched on January 21, 2023. The Counterparty whitepaper would call Ordinals a colored coin protocol. That isn't a slight; it's a category, and the category determines what the protocol can and can't do.
How each one puts data on Bitcoin
Counterparty uses OP_RETURN outputs to encode protocol messages. When you issue a Rare Pepe, the asset name, supply, and other parameters get written into the OP_RETURN of a Bitcoin transaction. Counterparty nodes parse the message; Bitcoin nodes ignore it. The image associated with the Rare Pepe lives off-chain, typically on community-maintained image hosts, with a hash for integrity. The token references the image.
Ordinals takes a different approach. It uses Bitcoin's segregated witness data to store the inscribed content directly inside Bitcoin transactions. An inscription can be an image, text, JSON, a small file. The data is on-chain. The Ordinals protocol then assigns the inscription to a specific satoshi using an ordinal numbering scheme (each satoshi has a serial number based on its position in Bitcoin's emission), and that satoshi-with-content becomes the NFT.
The two approaches have different consequences:
- On-chain footprint. Counterparty puts only token metadata on-chain; the image is external. Ordinals puts the actual content on-chain. Inscriptions can be up to roughly 4 MB in a single transaction, which is much heavier than a Counterparty issuance.
- Content permanence. Counterparty's reference to an off-chain image is only as permanent as the hosting layer. If the hosting disappears, the cards still exist on-chain but viewers can't see them without a backup of the image. Ordinals stores content directly in Bitcoin's witness data, which means as long as Bitcoin exists, the inscription does too.
- Chain bloat. Ordinals has been criticized by some Bitcoin developers, including Rodarmor himself in some statements, for contributing to growing blockchain size. Counterparty's design produces dramatically smaller on-chain footprints for equivalent functionality.
- Capability. Counterparty supports a richer set of operations natively: named assets, dividends, decentralized exchange orders, callbacks, prediction markets, and asset destruction. Ordinals supports inscription and transfer; everything else (BRC-20 tokens, marketplaces) is layered on top through additional conventions.
Timing
This part of the comparison is unavoidable for anyone interested in NFT history.
Counterparty launched on January 2, 2014. The first Rare Pepe was minted in early September 2016. By the time Ordinals launched (genesis inscription December 14, 2022, public protocol January 21, 2023), the Rare Pepe Directory had been running for over six years, had clearer than 1,500 cards across 30+ series, and had cleared millions of dollars in cumulative sales.
Casey Rodarmor's own writing acknowledges this. The Ordinals protocol was built knowing Counterparty existed; it was a different approach to a problem Counterparty had already solved one way. Rodarmor's preferred framing is that inscriptions are "digital artifacts" rather than NFTs, distinct in their architecture. That framing is fair. But the historical record is unambiguous: Bitcoin had functioning NFT-style collectibles, including a major community-driven cryptoart project, long before Ordinals.
This matters less for collectors than for the standard narrative of NFT history, which tends to compress 2014-2022 into "Counterparty existed" without noting that the directory cleared seven figures, generated mainstream press coverage, and demonstrated every component of what would later be called an NFT (see our piece on what was actually invented in 2016).
Communities and cultures
The two protocols attract different communities.
Rare Pepe collectors skew toward early Bitcoin culture, the Counterparty-era OG crowd, and people who care about provenance and historical context. The community is smaller, longer-tenured, and less interested in speculative volume. Trading is quieter. The valuations correlate strongly with documented history.
Ordinals collectors skew newer to Bitcoin, often coming over from Ethereum NFT culture, and the community is much larger and more volume-focused. The 2023-2024 inscription boom drove millions of inscriptions and substantial trading volume; Ordinals has hosted ecosystem-defining projects (Bitcoin Punks, NodeMonkes, others) that have crossed eight-figure floor prices.
Neither community is right or wrong about the other. They're solving different problems for different people. The historical Rare Pepe collector wants permanence, provenance, and architectural elegance on a small, weird, beloved chain. The Ordinals collector wants a fast-moving market with substantial liquidity and content stored entirely on Bitcoin.
What changed in 2023
Ordinals' arrival in January 2023 was the first time Bitcoin NFT activity became a mainstream conversation outside the Counterparty community. Several things happened as a direct result:
Magic Eden, originally a Solana NFT marketplace, launched a Bitcoin NFT section on March 21, 2023. This was the first time a non-Bitcoin-native marketplace put real product effort into Bitcoin NFTs. The Rare Pepe community had been served only by Counterparty-specific marketplaces until then.
BRC-20 tokens, launched March 8, 2023, demonstrated that the inscription mechanism could be used for fungible tokens, not just collectibles. ORDI was the first BRC-20.
Bitcoin block sizes spiked. Transaction fees climbed dramatically during peak inscription periods. Some Bitcoin maximalists pushed back against Ordinals as a form of "blockchain pollution," which has been a recurring debate since.
And, importantly, the broader market re-discovered Counterparty. The Rare Pepe community got a wave of attention from people who had only ever heard of Ordinals and were surprised to learn that Bitcoin NFTs were a decade old at that point. The 2021 NAKAMOTOCARD sale at over $500k looked, in retrospect, like the front end of that re-discovery.
Which one is "better"
This is the wrong question, and it's worth saying so directly.
The right question is: better for what?
For a permanent, fully on-chain artifact where the content itself is part of Bitcoin's history, Ordinals has architectural advantages.
For a rich, capability-heavy token format with native support for decentralized exchanges, dividends, and other operations, Counterparty has architectural advantages.
For historical significance, Counterparty (and specifically the Rare Pepe directory) is the canonical record of when this category began.
For market liquidity and current cultural momentum in 2026, Ordinals is dominant.
Most serious collectors hold both. The two protocols coexist on Bitcoin without any technical conflict, and increasingly there are marketplaces that support both — a single bitcoin nft marketplace can list Rare Pepes, Counterparty assets, and Ordinals on the same platform without forcing collectors to choose one ecosystem.
What gets lost in the "which is better" framing is that both are doing something genuinely interesting: they're putting non-fungible art on the most secure base layer in crypto, in different ways, each with real tradeoffs. The healthy answer to the comparison is that Bitcoin can host both, the architectural diversity is good, and the historical record matters even when the current market action is happening elsewhere.
